ALBANY, N.Y. -- Senator Hugh Farley is hoping the Assembly will follow through on a bill that would make endangering the welfare of a physically or mentally disabled person in New York State a class E felony.
This would be an enhancement of Jonathan's Law, which gives parents of disabled children access to records related to investigations and allegations of mistreatment in residential care facilities. It's named after 13-year-old Jonathan Carey, an autistic teenager who died after one of his state-appointed aides put an improper hold on him.
