NORTH COUNTRY, N.Y. -- A historic night in the 23rd Congressional District as a democrat won the empty seat in Congress. Bill Owens beat out conservative candidate Doug Hoffman in the special election.
Republicans have represented the 23rd for more than a century, but this time around, there wasn't a republican in the race. Dede Scozzafava dropped out in the days before the election.
On Wednesday, Owens talked about his victory and how the late withdrawal and following endorsement by the republican aided his campaign.
Owens says he expects to be sworn into office within the upcoming week.
